PROBLEM TO BE SOLVED: To provide rigidity variable fins capable of dynamically changing rigidity, a compact propulsion mechanism in a highly viscous fluid capable of precisely controlling propulsion utilizing the same, and an elastic vane in-fluid propulsion mechanism capable of improving a propulsion property in a wide speed range. SOLUTION: Two elastic fins are prepared, and absorbability between the elastic fins is controlled. That is, when the adsorbability is high, the rigidity is raised because slippage is not caused between the fins, and therefore deformation is hardly occurs. When the adsorbability is low, the rigidity is lowered because slippage is likely caused, and therefore the deformation easily occurs.
