<P>PROBLEM TO BE SOLVED: To more accurately determine situations on the basis of images taken. <P>SOLUTION: This situation determining system 100 includes a video camera 110 for photographing areas near an intersection 1, and a PC 120 for connection to the video camera 110 via a network 101. The PC 120 functions as a determining device for determining the situation of the intersection 1 from the images taken with the video camera 110 in accordance with a program stored in a built-in external storage device. In this case, of the images taken with the video camera 110, the PC 120 cuts out the images of three areas, an area 20 where a car turning right is waiting, an area 30 of near opposing lanes, and an area 40 of distant opposing lanes, and performs preset analysis for the image of each area.
