MOVING PICTURE CODING METHOD, MOVING PICTURE CODER, AND MOVING PICTURE CODING PROCESSING PROGRAM

PROBLEM TO BE SOLVED: To prevent the image quality from changing in a short period of time because of the change of the coding parameter in a short period of time.

SOLUTION: A moving picture coding method includes: a rate error calculation means 7 for calculating an error between a code amount of a present frame and a target code amount; a rate error integral means 8 for integrating the rate errors; a variation amount calculation means 10 for calculating the difference between the code amount of a preceding frame and the code amount of the present frame; a target code amount update means 11 for receiving the variation amount, the rate error, and the rate error integral value to update the target code amount; a coding parameter update means 12 for updating the coding parameter; a frame interleaving code generating means 15 for generating a frame interleave code when the rate error integral value calculated on the basis of the generated code amount coded by the frame data coding means 3 using the coding parameter stored in the coding parameter storage means 2 exceeds a prescribed value; and a redundancy code generating means 14 for generating a redundant code when the rate error integral value is lower than the prescribed value.
