PROBLEM TO BE SOLVED: To verify whether or not a user has an electronic certificate which is practically effective anytime in a period when specifying the period for providing a service that is accompanied with specification of period. SOLUTION: A deposit user 101 and a receiving user 102 exchange file by utilizing a file repository server 103. The file repository server 103 requests a service acception authorization determining server 104 for determining whether the receiving user 102 possesses the electronic certificate which is practically effective any time in the period specified as a receiving period. A service acception authorization determining part 105 of the service acception authorization determining server 104 judges by referencing a user information table 106, and returns the judging result to the file repository server 103.
