A seal device, comprising an anvil (16) having a seal facing surface (16a) rotatedly driven at a specified peripheral speed (V0) and an ultrasonic horn (48) having a seal facing surface (48a) reciprocatingly driven at variable speeds (+ Vt, - Vt). Since the relative speed (V0 - Vt) of a soft work (W) moving together with the anvil (16) to the seal facing surface (48a) of the ultrasonic horn (48) can be lowered, a time required for providing seal energy from the ultrasonic horn (48) to the soft work (W) can be sufficiently increased.
