<P>PROBLEM TO BE SOLVED: To provide a method for delivering monitoring data from which delivers stored monitoring data without exceeding transmission capacity of a network. <P>SOLUTION: An encoder device receives a request for delivering stored monitoring data (100). When a delivery rate is not designated (102), a volume of the monitoring data being delivered in real time is calculated (103), and the volume of the stored monitoring data requested for delivery this time (104) is also calculated.
