<P>PROBLEM TO BE SOLVED: To provide a device and a method for periodically discontinuing actuation of a fuel cell and supplying inverse charge current to the cell in discontinuation. <P>SOLUTION: The device for actuating the fuel cell is provided with the fuel cell having an anode, an electrolyte, and a cathode. An external power source circuit connects the anode to the cathode.
