PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method, and a program for flexibly carrying out processing in cooperation on a network without being limited by an apparatus configuration and processing contents. SOLUTION: The image processing apparatus 1 scans a purchase application sheet, the image processing apparatus 61 transmits a message (instruction sheet) for calling an external service (approval processing) to a cooperative processing server 50, transmits scanned document data to a document management server 62, wherein the data are stored in an unapproved data storage area 236. The cooperative processing serer 50 allows an approval processing apparatus 64 to carry out approval processing on the basis of the instruction sheet and informs the document management server 62 about the result, and the document management server 62 stores the document data to an approved data storage area 238. The cooperative processing server 50 transmits the instruction sheet to a second image processing apparatus 65 to allow the apparatus 65 to execute the service on the basis of the instruction sheet, and the second image processing apparatus 65 extracts the document data from the storage address (approved data storage area 238) described in the received instruction sheet and prints out the data.
