A radio base station device can reduce the wait time in a buffer in a communication system in which transmission between the radio base station device and a mobile terminal device by the radio line is performed with the best effort type. The radio base station device (300) includes: decision means (308) for deciding the transfer rate of data transferred from a radio network control device (500); accumulation means (304) for temporarily accumulating the data transferred by the transfer rate from the radio network control device; transmission means (301) for radio-transmitting the data accumulated in the accumulation means to the mobile terminal device; wait time measurement means (306) for measuring the data wait time in the accumulation means; and transfer rate calculation means (307) for calculating an average transfer rate of the data radio-transmitted to the mobile terminal device. The decision means (308) decides a value of the average transfer rate multiplied by a coefficient in accordance with the wait time to be the transfer rate.
