PROBLEM TO BE SOLVED: To provide the operation control system of a mobile terminal suitable for controlling transmission of a cellular phone or the like in a prescribed space. SOLUTION: The operation control system 301 of the mobile terminal is provided with the cellular phone 101 having a communication possibility mode and communication prohibition mode as an operation mode, a prohibition control base station 302 capable of wireless communication to the mobile terminal, and a permission control base station 303 capable of wireless communication to the mobile terminal. In the case that the operation mode is the communication prohibition mode in the cellular phone 101, communication with the other terminal is stopped, and in the case that the operation mode is the communication permission mode, the communication with the other terminal is enabled. The prohibition control base station 302 transmits a prohibition control signal, and the permission control base station 303 transmits a permission control signal. In the case that the cellular phone 101 receives the prohibition control signal transmitted, the operation is shifted to the communication prohibition mode, and in the case that the cellular phone 101 receives the permission control signal transmitted, the operation mode is shifted to the communication permission mode.
