PURPOSE: An apparatus and a method are provided to manage remotely the water quality by measuring and monitoring remotely the state of the water quality. CONSTITUTION: A cylindrical sensor(113) is moved within an arbitrary range in order to obtain water quality information. A PLC module(114) is used for driving the cylindrical sensor. A storage unit(115) stores the measured water quality information. A mobile communication module(116) is used for transmitting the stored water quality information. A key pad(117) is used for correcting and compensating the data. An LCD(118) is used for displaying the data. A control unit includes a micro-controller(111) for controlling the LCD.
