PURPOSE: Provided is a powder composition, from which foamed plastics having excellent impact resistance, sealability, electric and heat insulation properties, noise-protecting property, stabilities against vibration, oils and fuels, adhesion, fire resistance, corrosion resistance and mechanical properties can be obtained. CONSTITUTION: The powder composition for foamed plastics comprises: a block copolymer prepared by mixing 50-70 parts by weight of an epoxy resin selected from the group consisting of diepoxy resins and tetraepoxy resins with 30-50 parts by weight of phenolformaldehyde at 80-150 deg.C, cooling the mixture to room temperature and grinding the mixture to an average particle diameter of 500 micrometers or less; 0.1-10.0 parts by weight of a stabilizer; 0.1-10.0 parts by weight of a foaming agent; and 0.1-10.0 parts by weight of a curing accelerator.
