PURPOSE: To provide an aqueous solution for treating a metal surface, which removes oxide film and burr formed on press-cut surface of hardened high carbon tool steel, chamfers the press-cut surface and substitutes mechanical polishing to reduce removing time of oxide film and burr, and a method for removing oxide film and burr formed on press-cut surface of hardened high carbon tool steel product using the aqueous solution. CONSTITUTION: The aqueous solution for treating a metal surface is characterized in that 0.1 to 5 g/L of sulfate ions, 5 to 50 g/L of fluorides, 5 to 50 g/L of additive and 30 to 300 g/L of hydrogen peroxide are mixed in the aqueous solution. The method for removing oxide film and burr formed on press-cut surface of hardened high carbon tool steel product comprises a degreasing step of cleanly treating the surface of the hardened high carbon tool steel product by removing oil and fat and foreign materials remained on the surface of the hardened high carbon tool steel product; a washing step of cleanly treating the surface of the product by removing a treatment agent used in the previous step remaining on the surface of the product; a chemical etching step contacting the product passing through the degreasing and washing steps with the aqueous solution; a neutralizing and rust preventing step of preventing instantaneous oxidation of the product by neutralizing a treatment agent used in the previous step remained on the surface of the product; and a thermal drying step of by promptly drying the surface of the product to remove residual moisture on the surface of the product.
