PURPOSE: Provided is a device for surface modification of waste rubber, which uses a ring-shaped vibrator for ultrasonic treatment of waste rubber and tire powder to increase the recycle efficiency of waste rubber and tires. CONSTITUTION: The device comprises a hopper into which waste rubber particles are introduced, an extruder for extruding the waste rubber particles, an ultrasonic vibration unit(20) formed at one end of the extruder for generating ultrasonic waves, a controller for controlling a ring-shaped ultrasonic vibrator, and an outlet for discharging treated particles. The ultrasonic vibration unit(20) comprises a pair of flanges(21), a pair of supports(22a), a vibration portion(24a), a vibrator(26) and a fixing pin(27). Each flange(21) has a bolt(25) joining hole, a through-hole(28) for waste rubber and a fixing pin joining hole. The supports(22a) communicate with the through hole(28). The vibration portion(24a) has a hole(24b) in which the vibrator(26) is disposed. The vibrator(26) having a bent portion at a desired angle is inserted and mounted in the bolt(25). The fixing pin(27) connects the flanges(21) to each other.
