PROBLEM TO BE SOLVED: To produce a high cleanliness steel having very little harmful non-metallic inclusion remained in molten steel precisely in a necessary and sufficient process. SOLUTION: This high cleanliness steel is produced so as to secure a killing time in a ladle refining to t sec(in the following formula (1))±10% according to the maximum diameter of the inclusion desired to guarantee in a product. The formula (1) is shown with t = 1.8×10<SP>6</SP>h/D<SP>2</SP>. Wherein, t is the killing time (sec), h is the molten metal depth (m) in the ladle, and D is the maximum diameter (μm) of the inclusion desired to guarantee in the product.
