PROBLEM TO BE SOLVED: To suppress an eccentricity of the core part of an optical fiber preform 30 in manufacturing the optical fiber preform 30 by unifying a quartz pipe 22 and a quartz rod 24. SOLUTION: By measuring the temperature distribution along the circumference in a heating furnace 15, the quartz rod 24 is held to keep its axis at almost the same position as the central axis of the heating furnace 15 and the quartz pipe 22 is held at the central axis of the heating furnace 15 to tilt toward the position where the temperature inside the heating furnace 15 is the highest.
