PROBLEM TO BE SOLVED: To stably manufacture a high-performance splice plate having a high friction coefficient at a high speed through heat-treatment employing a laser with a controlled power density. SOLUTION: The quenching apparatus for a splice plate for friction grip joint with high-strength bolts performs heat-treatment by scanning a laser beam condensed from the upper side of the splice plate. Here, the splice plate is produced through cutting or rolling and has continuous, angled irregularities which are concentric with a bolt hole. The apparatus has an optical system which condenses the incoming laser beam into a rectangular or oval shape and deflects the condensed laser beam in the direction of short side of the rectangle or the minor axis of the oval, a mechanism which scans the laser beam outgoing from the optical system in the direction of the short side of the rectangle or the minor axis of the oval, and a power damper which absorbs reflected light of the scanned laser beam from the splice plate.
