PROBLEM TO BE SOLVED: To eliminate a step and looseness in mounting a cover by accurately holding a cover shape in the opening cover provided on a floor. SOLUTION: The cover 1 comprises a firm cover base board 11 for deflection, a cover front plate 12 provided to be overlapped on the cover base board, and a cover frame 13 provided on the peripheral side edge of the cover front plate. On an inward flange 16 on the cover frame 13, the peripheral edge of the cover front plate 12 is depressed from an upper face. In a plurality of screw holes 17 in the rear face of the cover frame 13, screws 18 are tightened and fixed for the cover base board 11 from the rear face of the cover base board 11. A seal packing material is adhered along the peripheral edge on the rear face of the cover base board, and comes into contact with a receiving frame 3 of an opening 2 in mounting the cover.
