PROBLEM TO BE SOLVED: To provide a free access floor panel and a free access floor using the free access floor panel allowing the comparatively easy construction/layout of the free access floor and constituting the free access floor allowing floor air-conditioning and heating throughout the year. SOLUTION: This free access floor panel 1 used for the free access floor laid on a foundation floor face by combining square panel units is constituted by jointing an upper panel 10 made of resin to a lower panel 20 made of resin. The upper panel has an upper face provided with a cruciform recessed part 11 for wiring, and sidewalls. The lower panel has hollow parts 21 used as fluid passages, and a soundproofing material or a sound insulating material 8 is filled in a region partitioned by the lower face of the upper panel, the wiring recessed part, the sidewall and the upper face 26 of the lower panel between the upper panel and the lower panel.
