The invention aims at providing a binder composition which is suitable for binding glass wool, rock wool, or other mineral fibers serving as heat-resistant nonwoven material and does not release formaldehyde in the crosslinking and mineral fiber mats which do not release formaldehyde and are excellent in restorability. The binder composition is characterized by consisting of a compound (A) having two or more cyclic ether groups (a) represented by the general formula (1) and a (co)polymer (salt) (B) having nucleophilic groups and a weight-average molecular weight of 1,000 to 500,000: wherein R<1> is a hydrocarbon group having 2 to 10 carbon atoms.
