<p><P>PROBLEM TO BE SOLVED: To provide a data processor and data processing method capable of preventing an illicit monitoring or alternation in execution of a program. <P>SOLUTION: The data processor and data processing method comprise an interface (I/F) 131 for inputting an encrypted program (cipher program)D_P in an IC chip 13 as a hardware module for protecting the inner part in a secure state according to the execution starting instruction of the cipher program D_P; a cipher decoder 13 for decoding the cipher program D_P inputted by the I/F 131; a cache memory 135 for caching the program decoded by the decoder 132; and a CPU 136 for executing the program (plain text) in the cache memory 135 in a secure state.
