PROBLEM TO BE SOLVED: To provide a press-contact roller capable of resolving an uneven nip caused by the press-contact roller, a winding roll or a guide roller to manufacture web rolls without faults such as wrinkles, and to provide a method and a device for manufacturing web rolls using the same. SOLUTION: In the press-contact roller, an outer cylinder member in a hollow cylindrical shape in which the outer diameter is reduced gradually toward both ends from the central part in an axial direction, and an outer cylinder member inside of it with a central axis arranged coaxially are configured to be bent in the same direction as an opponent cylinder.
