PROBLEM TO BE SOLVED: To provide a remote control monitoring system with high reliability to raise security in a network, and also to provide an information communicating method used for the system. SOLUTION: Polling by the use of an HTTP is performed with respect to a center server 2 by a gateway 1. The center server 2 transmits the command of a control request or a monitor request to the gateway 1 by a response packet in response to the polling. When the control request command is received by the response packet, the gateway 1 transmits a control request response command for confirming the reception by a request packet. When the monitor request command is received, the gateway 1 transmits a monitor request response command, which indicates the change of the state of an monitor object apparatus 5 connected to a local bus 4, by the request packet.
