PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner which is good in electrostatic chargeability and electrostatic charge rise property, is little in environment variation, has performance stable with lapse of time, and makes a high-density image of little ground fogging stably obtainable and an image forming method using the toner. SOLUTION: The electrostatic charge image developing toner composed of particles comprising at least coloring matter and binder resin as essential components and additives is characterized by that the additives are titanium oxide particles subjected to surface treatment, the primary particle size of the titanium oxide is 5 to 30 nm and the UV transmittance of the titanium oxide at a wavelength 300 nm in UV light absorption process is within a range from 30 to 80%.
