PROBLEM TO BE SOLVED: To inhibit the use of the power of an auxiliary battery based on the instantaneous abnormality of a cell, such as an instantaneous overdischarging state, etc. SOLUTION: The steady abnormality of the cell is detected based on the voltages of the cells s1-s3 for constituting a battery pack 1 and the deviation of the cell from a mean voltage. When the steady abnormality is detected, the abnormal cell is separated from the battery pack 1, and the auxiliary battery 10 is connected to the battery pack 1 instead of the separated abnormal cell.
