PROBLEM TO BE SOLVED: To execute folding packaging without causing a wrinkle, a bend or the like on a flap. SOLUTION: A film f is folded longitudinally, a collection unit B is raised, and while an upper surface region f1 of each flap is folded onto an end surface Ba by a stationary sucking device 26, it is inserted between a pair of upper paddles. The sucking device 26 sucks and holds the upper surface region of the flap without contact. When the collection unit is intermittently conveyed, one of side tackers 32A is moved at a different speed to fold a region f3 on a side face of the flap onto the end surface Ba. A cam member is moved simultaneously with the movement of the side tacker, and a cam follower is pressed by a cam surface to cause the sucking device 26 to rotate about a rotation axis to separate the upper surface region f1 from the end surface Ba.
