PROBLEM TO BE SOLVED: To enable stable output control with a simple circuit configuration. SOLUTION: A zero crossing detecting part 22 generates zero crossing signal and provides it to a pulse width calculation part 23, each time when both-end voltage of a reactor 13 comes to be zero during operation of a step-up chopper circuit 11 and a step-down chopper circuit 12. The pulse width calculation part 23 generates drive pulses of the pulse width proportional to an output command value under output command signals from outside when boosting the output of a low-voltage side circuit 21. The drive pulse is supplied to, for turning on, an MOSFET14 for boosting operation each time the zero crossing signal is outputted from the zero crossing detecting part 22.
