PROBLEM TO BE SOLVED: To maintain a security function equal to a filtering function which is performed by a conventional router for each packet, even when label switching is utilized in a router device. SOLUTION: In the router device, a switch 1103 performs label switching (LSP) of packets by referring to a corresponding relation between input and output side labels of a packet stream, and a table 1113 decides LAP starting point information of a material for judging possibility of LSP transfer. An interface 1101 uses node/network information in the starting point of LSP and LSP to receive a control message containing packet stream information to be transferred, an FANP processing part 1107 decides whether or not storage of the corresponding relation for making LSP passable is to be permitted on the basis of the starting point node/network information and information within the table 1113 relating to the control message, and setting of LSP through the present apparatus is performed for the packet stream relating to the control message on the basis of the decided result.
