<p><P>PROBLEM TO BE SOLVED: To provide method of generating a JPEG compressed file of a specified size at a high accuracy by a simple/short time process. <P>SOLUTION: Image feature values Va, Vb are derived from image data, coefficients C, D are determined based on the image feature values Va, Vb, and an approximate expression shown with the file size Sfj and a quantized data coefficient value Aqt of a JPEG compressed file is derived to set the size of a desired specified JPEG compressed file based of the approximate expression, thereby deriving the quantized data coefficient value Aqt. A first reference quantizing table is multiplied by the quantized data coefficient value Aqt to obtain a second quantized table.
