PROBLEM TO BE SOLVED: To provide a management supporting system for a software development process for supporting the management of a software development process according to a management index by collecting development metrics for each software development process with functional quantity as a base. SOLUTION: A request specification library 2 stored with functional specifications 3 expressed by module units and a program specification group formatted corresponding to those functional specifications and functional quantity 4 calculated based on them is prepared. When software is developed, specifications 10 and a program 11 are prepared according to a format rule 6 by using the request specification library 2, and total functional quantity 12 corresponding to a project is measured, and an estimated value 13 is calculated by using the total functional quantity 12, and a project association DB 9 where a target value 15 of each process and a result value 14 corresponding to this are collected is prepared.
