The device uses fixed and movable cables (3,4) looped round the block (1). Two cables are fixed in bearing elements (5) and each bearing element is like a hinge so that one of the fixed cables is mounted in the hinge axis of the bearing element and the other of the fixed cables is mounted in one of the hinge wings whilst the other hinge wing holds a guide pulley element for the looping cable. A bearing roller mounted in a hinge wing is enclosed by the end of the fixed cable associated therewith.
