PROBLEM TO BE SOLVED: To provide a dispersant that can be easily removed from underwater, and to provide a toner for electrostatic latent image development of small particle diameter, having little environmental dependence on an electrification amount and which hardly crack. SOLUTION: In the dispersant used for manufacturing the toner for electrostatic latent image development by a wet method, a repellent group is introduced on the surface of inorganic particles by mechano-chemical treatment. The toner for electrostatic latent image development is produced by the wet method by using the dispersant. In the method for manufacturing the toner by the wet method, such as emulsification polymerization aggregation method, suspension polymerization method, and emulsification dispersion method, the method for manufacturing the toner for the electrostatic latent image development uses the dispersant.
