PROBLEM TO BE SOLVED: To exactly detect a tampered location of an image. SOLUTION: A feature extraction part 102 generates a feature image of an original image by using an image in a first area of the original image which is composed of a first area and a second area. An encryption part 103 generates a watermark information including the feature image and information about the original image. An error correction coding part 104 performs error correction coding of the watermark information and generates the watermark information whose error correction coding is performed. A replacement part 106 outputs an image in which the image information in the second area is replaced by the watermark information whose error correction coding is performed for the original image as an output image.
