PROBLEM TO BE SOLVED: To provide an uplink designation system for terminal information in which an uplink timing can be dynamically designated from a center to a terminal and uplink timings can be integrated when overlapping upling timings are present in an uplink system for the terminal information. SOLUTION: In a center server 110, an "uplink judgement condition" for a terminal itself to judge a timing to uplink "terminal information (such as information of present location, for example)" is designated and this "uplink judgement condition" is transmitted to an on-vehicle terminal 10 or the like. In the on-vehicle terminal 10, on the basis of the "uplink judgement condition" received from the center server 110, the timing to uplink the "terminal information" to the center server 110 is judged and when the uplink timing comes, the "terminal information" is uplinked to the center server 110.
