PROBLEM TO BE SOLVED: To achieve high accurate management of the water level in paddy fields by starting water drainage at an early stage, for example, when rain fall is expected before long in the case where drainage of the water is needed in the paddy fields. SOLUTION: In the management system for paddy field, particularly controlling the water flow in the rice paddy, a water flow controlling means 41 is provided that can control the water flow on the basis of the data base including the data on the natural environments.
