PROBLEM TO BE SOLVED: To provide a toner which adapts to a low-temperature fixing system while retaining cleanability, has good anti-offset properties, and causes neither contamination of a fixing device nor stain of an image. SOLUTION: In the electrostatic charge image developing toner obtained by dissolving or dispersing at least a prepolymer comprising a modified polyester resin, a compound which extends or crosslinks with the prepolymer, and a colorant in an organic solvent, bringing the resulting solution or dispersion into a crosslinking reaction and/or an extension reaction in an aqueous medium, and removing the solvent from the resulting dispersion, a fluorine compound represented by formula (1) is contained, one or more kinds of inorganic fine particles are further contained, and a charge amount of the toner after mixing with the inorganic fine particles is reduced by≥10% as compared with a charge amount of the matrix toner.
