PROBLEM TO BE SOLVED: To effectively cope with a distributed denial of service attack by taking countermeasures against unauthorized access at a place maximally close to an illegal access transmission source. SOLUTION: A system includes: a searching means 12-1 for searching the flow-in path of the unauthorized access to a service by a Web system 21 publicly opened by a self ISP 10; a determining means 12-2 for determining the place to conduct the countermeasures to protect the service from the illegal access, on the basis of the result of the search; and a reporting means 12-3 for reporting determination to a flow-in source in response to the determination that the countermeasures are conducted in the flow-in source from which the unauthorized access is made to flow into a self communication network.
