PROBLEM TO BE SOLVED: To provide an optical fiber scratching method and an optical fiber cutting device which is structured to scratch an optical fiber not by horizontally moving a blade but by rotating it, which is designed to save space compared with a conventional device, and which facilitates the manufacture at low cost. SOLUTION: The optical fiber cutting device is constituted so that a covered part 9A and an exposed part 9B with the cover removed at the end of an optical fiber 9 are each fixed by a first and a second clamping section 7, 13 installed on a first and a second clamp base 5, 11 respectively, that a blade 21 (29) fixed in an area 21 made eccentric from a rotary shaft 19 between the clamping sections is rotated in a direction orthogonal to the longitudinal direction of the optical fiber 9, and that the exposed part 9B is thereby scored.
