PROBLEM TO BE SOLVED: To shorten the time of operation for positioning a stress imparting part as to 1st and 2nd polarization holding optical fibers when a polarization holding coupler is manufactured. SOLUTION: While a couple of left and right observed points 65L and 65R (67L, 67R) of a coating removed part 3G (5G) of a polarization holding optical fiber 3 (5) are observed at the same time, the polarization holding optical fiber 3 (5) is rotated on the fiber axis to position stress imparting parts 11 and 13 as to the polarization holding optical fiber 3 (5) so that the polarization directions are the same direction along fiber axes.
