PROBLEM TO BE SOLVED: To provide a foam roller capable of stably demonstrating excellent toner transfer property and toner scraping property for a long time if it is used as a toner supply roller. SOLUTION: The foam roller characterised in that a three-dimensional mesh-like skeleton 22 constituting a surface layer is partially cut to provide a plurality of continuous foam cells 21a-21d as a result of cutting of the skeleton 22, and if that is counted as a single cell, the rate of decrease in the number of cells per a specified area in a roller surface is -10 to -50% of the number of cells before the cutting process, is provided.
