PROBLEM TO BE SOLVED: To provide a CCTV image distributing system enabling a user to be able to determine an abnormality on a monitor screen when the abnormality occurs, when monitoring video information photographed by a monitoring television camera via a server. SOLUTION: An MPEG2DEC 3, a decoder of video information, monitors a state of receiving video information from an MPEG2ENC 6 for encoding the video image of a camera 7, and notifies the CCTV server 1 and the public server 2 of the result. In this way, the user can determine whether the acquired video information provided from the public server 2 is normal or abnormal from a screen displayed on the monitor 9.
