PROBLEM TO BE SOLVED: To provide a conveyance device 13 capable of conveying a beltlike steel plate 11 between an unwinder spool 21 and a winder spool 22 while applying fixed tension to it. SOLUTION: Rotation resistance is given to rotation of the unwinder spool 21 around which the beltlike steel plate 11 is wound by a powder brake 24. The beltlike steel plate 11 is wound around the winder spool 22 from the unwinder spool 21 against rotation resistance given to the unwinder spool 21. Amount of conveyance of the beltlike steel plate 11 from the unwinder spool 21 onto the winder spool 22 is detected. Rotation resistance given to the unwinder spool 21 by the powder brake 24 is increased in accordance with increase of amount of conveyance of the beltlike steel plate 11 from the unwinder spool 21 onto the winder spool 22.
