It is intended to find a hair growth promoting/stimulating component which has an excellent effect of promoting and stimulating hair growth and a high safety allowing continuous use and provide a hair growth stimulant containing the same as the active ingredient. A process for producing an extract characterized by comprising extracting a plant belonging to Rutaceae: Ruta with a hydrophobic solvent, a hydrophilic solvent or a water-containing solvent and, if needed, concentrating the extract; and a hair growth stimulant characterized by containing the extract thus obtained. A hair growth stimulating composition which contains the Ruta plant extract together with one or more components selected from a group consisting of blood flow promoters, antibacterial agents, antiinflammatory agents, humectants and nourishing agents.
