PROBLEM TO BE SOLVED: To securely and appropriately manage an IP address by shortening an IP address investigation time on a network.

SOLUTION: The IP address management apparatus 1 is provided with: an entry section 12 for entering an address investigation range; a plurality of investigation processing sections 20 for investigating an operating state of an IP address; an address investigation range split section 14 for splitting the address investigation range; a distribution section 18 for distributing an internal address investigation range by one range each; an investigation processing control section 19 for applying parallel execution control to the investigation of the operating state of IP addresses existing in the internal address investigation range; an internal address investigation time calculation section 22 for calculating a time required for the investigation by each internal address investigation range; and an internal address investigation range adjustment section 17 for adjusting a plurality of the internal address investigation ranges so that the calculated times are approximated to each other.
