PROBLEM TO BE SOLVED: To improve durability together with correcting unevenness of an image, and to inhibit the generation of ozone and nitrogen oxides. SOLUTION: This surface-forming method comprises forming metallic nanometric thin wires 35 in the innumerably formed pores on the surface of a hard anodized film 32 using aluminum or an aluminum alloy by secondary electrolysis; and flattening the surface of the formed metallic nanometric thin wires 35, to form an electron emission surface structure 36 having metallic nanometric thin wires 35 each separated on the surface of an electrification roller 30.
