PROBLEM TO BE SOLVED: To provide an organic EL device and an organic EL display capable of providing high luminous efficiency. SOLUTION: This organic EL device generating white light emission is formed on a glass substrate equipped with a transparent positive electrode by a vacuum deposition method. On the transparent positive electrode, a positive hole transportation layer formed of (α-NPD), a luminescent layer doped with Ir(CF<SB>3</SB>ppy)<SB>2</SB>(pic) expressed by formula (1), wherein at least two groups out of R<SB>1</SB>-R<SB>4</SB>are each CF<SB>3</SB>, and remaining groups are each H or an alkyl group, a luminescent layer doped with Ir(btp)<SB>2</SB>(acac), a positive hole stopping layer formed of a quinolinol aluminum complex derivative (BAlq), and a negative electrode are sequentially formed.
