PROBLEM TO BE SOLVED: To provide treated powder having excellent ultraviolet-protecting effect and inflammation suppressing effect at high irradiation dose and provide an external preparation for skin containing the powder. SOLUTION: The cosmetic for ultraviolet protection contains titanium oxide treated with hydrated aluminum oxide-silicic acid and treated its surface with a silicone having a trifunctional group such as acrylates, tridecyl acrylate, triethoxysilylpropyl methacrylate and dimeticon methacrylate. The titanium oxide treated with hydrated aluminum oxide-silicic acid is produced by coating the surface of titanium dioxide with silicic acid and alumina. Preferably, the titanium oxide treated with hydrated aluminum oxide-silicic acid contains 1-10 wt.% hydrated aluminum oxide, 1-10 wt.% silicic acid and 90-98 wt.% titanium dioxide based on the total weight of the powder.
