PROBLEM TO BE SOLVED: To provide an emulsified composition excellent in percutaneous penetration and usability, by blending polyvinylpyrrolidone, one or more components selected from among a liquid higher fatty acid or liquid higher alcohol, and a liposoluble active component. SOLUTION: The emulsified composition, excellent in percutaneous penetration and usability, is characterised by containing (A) polyvinylpyrrolidone, (B) one or more components selected from liquid higher fatty acid or liquid higher alcohol, and (C) the liposoluble active component as essential components.
