PROBLEM TO BE SOLVED: To provide a cooling device for a heating element excellent in the cooling performance, not requiring heat insulation for a fluid influx pipe, excellent in the durability, free of failure in electronic apparatus caused by liquid leak etc., embodied in a small-sized and soundproof structure, and not requiring the maintenance works and provide a cooling method exerting a very large heat absorbing effect around the outlet from a fluid passage, capable of enhancing the cooling effect, and excellent in the producibility and the economy. SOLUTION: The cooling device of the heating element is equipped with a heat sink having heat conductivity installed on the heating element in such a way as capable of giving and receiving the heat and the passage provided in the heat sink and structured so that gas flows in from its one end and the gas with the pressure decreased is exhausted from the other end.
