PROBLEM TO BE SOLVED: To provide a planar heating element easily connectable to an outside earth wire regardless of a material used for an electric shock prevention plate. SOLUTION: An adhesive layer 53 is disposed between this planar heating element 52 and the electric shock prevention plate 54, and an adhesive layer 55 is disposed between the prevention plate 54 and a heating object 51. A conductive joint body 56 is disposed between the prevention plate 54 and the adhesive layer 53 in a form tightly fitted to the prevention plate 54.
